In a significant move, Ukrainian President Volodymyr Zelensky has advocated for open discussions on LGBTQ+ rightsemphasizing the importance of equality for all citizens, including those defending the country. His remarks come as lawmakers continue to debate legal recognition such as civil partnerships, a topic that has sparked both support and controversy.

During a cultural event in Kyiv on 11 June 2026Zelensky responded to a question from Oleksandr Demenkoa veteran and head of an LGBTQ+ military and veterans NGOabout normalizing LGBTQ+ topics and increasing public tolerance. Zelensky’s response underscored the need for open dialogue and the importance of equality in a modern society.

Zelensky’s Stance on Equality and Modern Values

Zelensky’s comments highlighted the connection between equality and Ukraine’s wartime unity. He stated, “I believe that everything should be discussed openly with society, and that is completely normal.” He further emphasized that all citizens, regardless of their background, have the same rights and should be treated equally. “We are all here together, we are defending the state, we are the same and we have absolutely the same rights, regardless of any prejudices held by people from the 15th century. We are modern people,” he added.

Currently, same-sex marriages and civil partnerships are not recognized by Ukrainian law. However, Zelensky has previously directed the government to explore the introduction of civil partnerships, promising to sign a law if parliament approves it. Despite some officials voicing support, a draft law on civil partnerships has been stalled in parliament.

Legal Reforms and Public Attitudes

Ukraine’s parliament has been pushing to adopt an updated Civil Code this spring, a process that has drawn criticism and debate. Around 30 civil society organizations have expressed concerns that some provisions of the updated Civil Code “contradict European standards” and “violate Ukraine’s commitments under its EU accession process.” The most contentious provisions prevent courts from recognizing family relationships between same-sex couples.

Public attitudes towards LGBTQ+ rights have been shifting in recent years. A 2026 poll by the Kyiv International Institute of Sociology found that over 70% of Ukrainians believe LGBTQ+ people should have the same rights as others. Despite this progress, LGBTQ+ individuals in Ukraine continue to face threats and violence, particularly from far-right groups.

Parliament Speaker Engages with LGBTQ+ NGOs

On the same day as Zelensky’s remarks, Ruslan Stefanchukthe speaker of Ukraine’s parliament, met with representatives from LGBTQ+ NGOs to discuss changes linked to the Civil Code overhaul. Stefanchuk emphasized the importance of maintaining an open and responsible dialogue on issues related to individual rights, human dignity, and equal rights. “For us, it’s important to maintain an open and responsible dialogue on issues related to the individual, human dignity, private life, and equal rights.” he stated.

The push for LGBTQ+ rights in Ukraine is gaining momentum, with leaders like Zelensky advocating for equality and legal recognition. As the country navigates wartime unity and legal reforms, the hope for civil partnerships and greater acceptance of LGBTQ+ individuals is becoming more tangible.
